After losing power over the weekend, the Apache WAMP server on a Windows Server 2008 box wouldn’t start.

There are no errors message returned by the Apache Monitor, so the recommended next step is to try to run httpd.exe from the command line. The cryptic message that is returned indicates that the port is in use:
